Investigation Officer

Position Purpose

  • To manage, coordinate and control the Ports and Terminals Investigation function according to the strategic plan in the respective Ports and Terminals or province, and to consult on a provincial level with various internal and external role players.
  • To proactively implement corrective, investigative and strategic measures.
  • To protect Transnet assets and to prevent potential losses through theft and fraudulent activities.
  • Responsible for the implementation of Transnet Port Terminals security policies, procedures and programs throughout the assigned geographical area.
  • To ensure compliance for ISPS Audits.

Position Outputs

  • Evaluate and determine which cases need to be opened under the Criminal Matters Amendment Act.
  • Prepare case dockets with impact statements, identification statements and photo albums.
  • Ensure that all information is recorded and updated on the investigation system, SIMA and shared drive.
  • Liaise and engage with the National Prosecuting Authority at court to ensure cases are prosecuted under the correct law and that all necessary statements and evidence are provided to oppose bail and secure convictions with maximum sentences.
  • Liaise and engage with SAPS Detectives, DPCI and CI on relevant cases.
  • Investigate internal and identified organized crime cases and provide expert testimony in court.
  • Initiate or testify in internal disciplinary cases and CCMA matters which include aggravating circumstances.
  • Ensure evidence collected is documented and safeguarded for use in disciplinary cases and testimony in court matters.
  • Identify gaps in the security environment and facilitate awareness sessions.
  • Manage policies, procedures, standards and methods for identifying and protecting intellectual property, assets, employees, facilities and operations against theft, vandalism, sabotage or loss.
  • Ensure a professional and effective response 24/7 to all security-related incidents within the area of responsibility.
  • Facilitate the appointment of and manage the provision of polygraph services.
  • Manage all assets and vehicles allocated to the department to ensure proper utilization and adherence to good corporate governance and company vehicle policy.
  • Attend Cluster SAPS Meetings, NFMCCC Meetings and Case Flow Management Meetings.
  • Compile monthly case flow management stats for reports.
  • Present correct information to the Security Information Management and Investigations Manager and/or any other clients.
  • Conduct project investigations of high-profile cases within a Project Team.
  • Investigate service provider claims for negligence.
  • Implement Transnet Investigations policies and procedures in line with objectives.
  • Control and dispose of exhibits according to policy and SAPS guidelines.
  • Assist with risk assessments.
  • Attend Board of Inquiry where incidents took place and investigations were conducted.
  • Maintain the suspect database.
  • Partake in joint operations with SAPS and other role-players to perform special operations and raids on scrap dealers to identify Transnet stolen property.
  • Verify assets under immediate control and use.
  • Question and interrogate suspects to obtain information on cases at hand.
  • Submit investigation reports to the Security Information Management and Investigations Manager for approval and dissemination.

Qualifications and Experience

  • Senior Certificate (Matric) and a 1-2 year post-matric qualification in Investigations.
  • Minimum of 3 years’ experience in the investigation field within the security and/or crime prevention environment.
  • An alternative for applicants without relevant post-matric qualification: 5–7 years’ experience in the investigation field within the security and/or crime prevention environment.
  • PSIRA Grade A will be an added advantage (applicants without PSIRA Grade A must acquire the certificate within 3 months of being appointed).
  • The applicant must have a Code B driver’s licence and be competent and prepared to drive.
