Purpose of the Role

To help with policy formulation and planning of provincial budgets. This includes collecting and managing databases for the provincial sphere of government.

Qualification Requirements

  • A Grade 12 certificate is required, along with a minimum National Diploma (NQF level 6) in Economics, Public Finance Management, or Public Management. A degree (NQF level 7) is an advantage.
  • At least 3 years of experience in South Africa’s public financial management system.
  • Knowledge of relevant public finance laws and regulations.
  • Understanding of basic public sector budgeting principles.

Key Performance Areas

Management of the Database for the Equitable Share Formula

  • Collect information to update components of the equitable share formula.
  • Maintain the database for the provincial equitable share formula.
  • Help prepare tables, spreadsheets, and presentation formats for the database.

Provincial Fiscal Framework

  • Assist with technical analyses to inform decisions on provincial equitable shares.
  • Help maintain conditional grants allocated to provincial stakeholders.
  • Support the development and drafting of analytical reports on the provincial fiscal framework.

Updating Components of the Equitable Share Formula

  • Regularly update all formula components with the latest changes.
  • Assist with refining the fiscal framework equitable share model.
  • Compile different scenarios for the fiscal framework equitable share.
  • Develop and provide analytical reports to support model results.

Database Design

  • Provide input for preparing tables, spreadsheets, and presentation formats for the fiscal framework equitable share formula database.

Intergovernmental Coordination and Publications

  • Assist with compiling information for the annual Intergovernmental Fiscal Review.
  • Provide data inputs for reports to Technical Committee on Finance and Budget Council meetings.
