Description:

The Manager Procurement role is crucial in overseeing all procurement activities for the Botswana Savings Bank. Core Accountabilities and Responsibilities:

  1. Develop procurement strategies, plans, and tactics for both direct and indirect expenditures, and monitor performance against these plans to ensure efficiency and cost savings.
  2. Develop, implement, and update policies and procedures for all procurements within the organization, and advise the Regulator on any necessary modifications to keep processes compliant and effective.
  3. Analyze market and supply chain dynamics related to supplier proposals to create a matrix of negotiation scenarios, enabling informed decision-making during procurement.
  4. Develop and manage procurement contracts, conduct contract audits for key agreements, and update overall methodology and processes for contract-related activities to minimize risks and maximize value.
  5. Manage the capacity building and maintenance of the procurement function, including training staff and ensuring the team is equipped to handle procurement demands.
  6. Manage contract indexers to ensure accurate and timely archiving and retrieval of commercial documents for procurement purposes, supporting easy access and record-keeping.
  7. Oversee the day-to-day provision of long-term outsourcing services to the organization, ensuring service levels meet expectations and contracts are fulfilled.
  8. Vet and review Consolidated Evaluation Reports in preparation for Procurement Oversight’s pre-adjudication, ensuring all evaluations are thorough and fair.
  9. Study current markets and suppliers to develop and maintain strong relationships with key suppliers, fostering reliable partnerships.
  10. Determine the adequacy of internal controls related to the procurement system, identifying areas for improvement to enhance security and efficiency.
  11. Manage the evaluation of potential vendors, contractors, and suppliers, including cost/price analysis, audits, environmental assessments, reporting, and technical compliance checks.
  12. Compile comprehensive procurement reports for review by the Chief Finance Officer and Executive Committee, providing insights into spending, savings, and performance.
  13. Manage the administration of all contracts and purchase order processes, including monitoring performance, prices, and certifications; exercising contract options; conducting market analysis and negotiating prices; maintaining files; issuing modifications as needed; assisting in resolving vendor issues; and handling invoicing issues with Finance.
  14. Develop pricing agreements and system contracts with suppliers to standardize costs and streamline procurement.
  15. Provide constructive input on legal contract documents related to purchasing terms, conditions, indemnification, intellectual property ownership, and other key aspects.
  16. Define accountabilities for compliance tracking, analysis, reporting, and customer participation to ensure all procurement activities align with standards.
  17. Perform operational reviews of contract performance and spending by section, identifying trends and recommending adjustments.
  18. Oversee requests for purchases from management, ensuring they are processed efficiently and within budget.
  19. Plan, organize, and implement processes and procedures to facilitate the procurement, storage, and issuance of supplies to meet user demands promptly.
  20. Establish minimum order levels in conjunction with management and ensure re-ordering processes are initiated as required to avoid stockouts.
  21. Manage the procurement process to ensure the cost-effective acquisition of supplies and services, balancing quality and affordability.
  22. Manage the supplies budget and apply value for money principles in all procurement decisions to optimize resource use.
  23. Negotiate prices and contracts with suppliers to secure the best possible terms.
  24. Monitor activities of procurement and inventory control functions to ensure full compliance with established procedures.
  25. Oversee stock-taking exercises to verify inventory accuracy.
  26. Initiate investigations into stock losses and engage internal audit and the Chief Finance Officer for escalation and/or presentation of findings, ensuring accountability.

Requirements:

Qualifications: A Bachelor’s degree in Supply Chain Management, Procurement, or a related field is required. A Master’s degree in Supply Chain Management, Procurement, or a related area would be an added advantage.

Experience: At least five (5) years of experience in supply chain management, procurement, and supplies, including a minimum of two (2) years at a supervisory level.

Officer, Debt Collections (Gaborone)

Description:

The Officer, Debt Collections position plays a vital role in recovering outstanding debts for the Botswana Savings Bank. This role involves identifying delinquent accounts, communicating with debtors, and initiating legal processes when necessary to minimize financial losses. The officer must handle sensitive interactions professionally while ensuring compliance with legal and organizational guidelines.

Core Accountabilities and Responsibilities:

  1. Run aged debtors reports and identify debtors who are behind on their payments on a monthly basis to prioritize recovery efforts.
  2. Receive lists of high-risk accounts from the Banking Operations division and combine them with lists of debtors in arrears to develop a flag report for the Manager, Collections.
  3. Review lists of outstanding debtors and initiate the distressed account process to address potential defaults early.
  4. Contact debtors in line with organizational policies and guidelines to notify them of missed payments or encourage timely repayments, using empathetic and professional communication.
  5. Conduct initial communications with debtors to verify outstanding amounts and address or escalate queries as necessary to resolve issues quickly.
  6. Work with Operations and Risk departments to resolve flags or queries resulting from data errors, misrecorded information, or failed transfers/transactions, ensuring data integrity.
  7. Maintain accurate records of all steps taken to recover debts in accordance with procedures, supporting audit trails and reporting.
  8. Initiate communications with debtors to commence the legal process for debt recovery when amicable resolutions fail.
  9. Draft legal documents to start the legal recovery process, ensuring all paperwork is accurate and compliant.
  10. Follow up on initial communications and issue various legally binding warnings to urge payment.
  11. Escalate delinquent accounts to the Manager, Collections in accordance with organizational guidelines and procedures for further action.
  12. As directed, issue instructions to external attorneys and deputy sheriffs to initiate court action, and draft necessary court papers for issuing summons in line with Magistrate and High Court requirements.
  13. Liaise with Deputy Sheriffs on the sale of debtor assets after publication of necessary legal notices, overseeing the process to maximize recovery.
  14. Ensure that amounts due to the organization recovered through the sale of assets are credited correctly and promptly.

Requirements:

Qualifications: A Diploma in Law, Risk Management, or an equivalent qualification is strongly preferred.

Experience: Experience in debt collection or a related area would be an added advantage. A strong understanding of the legal processes for recovering bad debts and accounts receivable is also an added advantage.
