The Eastern Cape Department of Transport – Government Fleet Management Services Trading Entity invites suitably qualified and interested persons to serve as the Chairperson of the Risk and Ethics Management Committee (REMC) for a three-year period.
Terms of Office and Remuneration
- The appointment is for three years and may be renewed at the discretion of the Head of Entity.
- This is not a full-time role. The committee meets four times per year, with additional meetings as needed.
- Appointment and pay follow Provincial Treasury Instruction Note No. 6 of 2014/15.
Requirements
- A relevant bachelor’s degree and a postgraduate degree in Risk Management, Auditing, Governance, Law, Accounting, or another public sector-related field.
Professional Certifications (Advantageous)
- CA(SA), CIA, CFE, CRP Prof, Certified Ethics Officer, or Certified Fraud Examiner.
- 5 to 10 years of senior management experience in strategic management, finance, risk management, anti-fraud and corruption, or auditing/finance, preferably in the public sector.
- Strong background in risk management, ethics management, fraud risk management, business continuity management, ICT, or auditing.
- Good knowledge of public sector processes.
Skills and Competencies
- Independent and experienced in governance structures.
- Able to commit enough time to committee activities.
- Strong analytical skills and good communication abilities.
Duties
- Serve as the oversight committee to help the Head of Entity with risk and ethics management duties, as per the approved terms of reference.
- Review risk and ethics management policies, fraud policies, frameworks, strategies, and plans, then recommend them for approval.
- Review business continuity management policy, strategy, and plans for approval.
- Review the entity’s risk assessment methods to ensure reasonable assurance.
- Report any major changes in the entity’s risk profile to the Head of Entity.
- Review findings and recommendations from assurance providers on risk management systems and ensure actions address weaknesses.
- Evaluate monitoring systems for fraud and corruption, and review investigation results for acts of impropriety like fraud or corruption.
- Advise leadership on ethical issues.
- Support the Chief Risk Officer in integrating ethics-related functions, such as anti-fraud, anti-corruption, compliance, internal audit, and investigations.
- Attend Audit Committee meetings as Chairperson of the Risk and Ethics Management Committee.
