Competencies Required:

The successful candidate will perform professional audit work according to established norms and standards, under the guidance of a senior auditor. You will manage, lead, and control audit assignments in line with norms and standards, directed by the Manager: Internal Audit. Responsibilities include managing auditing teams and demonstrating strong knowledge of governance, controls, and risk management.

You will prepare clear and concise draft reports that follow the approved audit methodology and standards. This includes preparing notification letters for engagements aligned with the scope and objectives of the annual audit plan. You will interpret information accurately and prepare engagement letters, signing off as the preparer.

Ensure all approved audit steps are completed and signed off. Prepare draft audit reports that reflect management’s input. Review and approve draft audit reports to ensure clear communication to relevant parties. Report on significant findings related to risk, control, and corporate governance issues. Review draft audit reports for alignment with audit methodology and standards before submitting to the Manager Internal Audit or Senior Audit Manager.

You must understand and follow the municipality’s policies, internal audit policies, the Code of Ethics and Conduct, procedures, and internal audit methodology. Be familiar with mechanisms to resolve ethical issues within the municipality. Maintain independence and objectivity in all engagements.

Plan assigned projects with team members, participate in defining scope and audit objectives, and complete preliminary risk assessments. Compile system descriptions and internal control questionnaires according to internal audit methodology. Develop audit programs and ensure audit work complies with the norms and standards of internal auditing and other set standards.

Timely complete your own performance appraisal for each project. Keep personal timesheets up to date and submit them monthly to the project manager for approval. Perform follow-up reviews on corrective actions taken by client management to address reported deficiencies and report progress to the project manager.
