Job Purpose
- The Department of the Premier, Western Cape Government, has an opportunity for a qualified and competent individual to conduct research, analysis, and implementation of provincial policies and strategies. Provide high-level advice and guidance to departments on strategic implementation of policies and programmes.
Minimum Requirements
- An appropriate postgraduate qualification in Economics, Social Sciences, Public Policy, Law, Planning, Built Environment, or a related field.
- A minimum of 6 years’ experience in a research environment and/or policy development environment.

Key Performance Areas
- Research and analyse the provincial policy environment; identify critical areas for provincial government intervention; develop multi-functional policy and strategic responses.
- Initiate the development of appropriate, integrated, and multi-disciplinary government programmes (cluster-based and transversal to clusters); support strategic provincial structures with policy formulation and decision-making methodology and support systems; provide strategic support to the policy agenda of key strategic public and private partners.
- Supervise operational planning and work organisation of the unit; manage staff of the unit; handle financial management of the unit. It will be advantageous to have a valid (Code B or higher) driving licence. Note: People with disabilities that restrict driving abilities, but who have reasonable access to transport, may also apply.
Competencies
Knowledge of the following:
- Latest advances in public management theory and practice; public policy analysis and development processes; strategy development, management, monitoring, and review processes.
- Latest trends in public sector innovation and innovative methodologies; modern systems of governance and administration; global, regional, and local political, economic, and social affairs impacting on the provincial government of the Western Cape.
- Constitutional, legal, and institutional arrangements governing the South African public sector; inter-governmental and international relations; national, provincial, and local strategies – NDP, MTDP, PSP, IDPs.
Skills needed:
- Computer literacy in MS Office Package (Word, Excel, PowerPoint); ability to work independently and as part of a team; communication skills (written and verbal); strong conceptual and formulation skills; strong leadership skills, especially in complex applications; strong written and verbal communication.
- Team building and strong interpersonal skills; outstanding planning, organising, and people management; excellent presentation, public speaking, and facilitation skills at senior management level; strong project management skills and attention to detail; the ability to lead and direct teams of professionals and service providers.
Remuneration
- All-inclusive salary package of R1 059 105 per annum (Salary level 12).
