Municipal Manager Position
Annual Total Remuneration Package: Minimum – R1,152,941; Midpoint – R1,325,220; Maximum – R1,495,499. (As per the Upper Limits of Total Remuneration Package Payable to Municipal Managers and Managers Directly Accountable to Municipal Managers, published on 30 May 2024)
Term of Office: A fixed-term employment contract not exceeding one (1) year after the election of the next council. The successful candidate will be required to sign an employment contract before starting duty, along with a performance agreement and disclosure of financial interests.
Requirements: A Bachelor’s degree in Public Administration, Political Science, Social Sciences, Law, or an equivalent qualification. At least five (5) years of experience at a senior management level in a local government environment, with proven success in institutional transformation within the public or private sector. Completion of a certificate in MFMP/CPMD in line with the minimum regulations on competency levels is required (or a commitment to obtain it within 18 months of appointment).
Knowledge: In-depth understanding of legislation related to local government and financial management. Knowledge of service delivery innovations and strategic capabilities. Familiarity with the local government performance management system. Proven ability to communicate and negotiate at all levels of government. Understanding of councillor operations and delegation of powers. Knowledge of the King III Code. Advanced grasp of the institutional government system and performance management. Understanding of councillor operations, good governance, audit and risk management, as well as budget and finance management.

Key Responsibilities: As the accounting officer and head of administration, the incumbent will be responsible for the overall performance in the following areas: Formulating and developing an economically viable, effective, and efficient Integrated Development Plan. Developing and implementing the municipality’s performance management system. Managing compliance with the Municipal Finance Management Act, Municipal Systems Act, and other relevant legislation applicable to the municipality. Overseeing the provision of services to communities in all municipal affairs. Developing and maintaining a system to assess community satisfaction with municipal services. Managing staff appointments and maintaining discipline. Ensuring effective and efficient use of municipal resources. Promoting sound labor relations and compliance with applicable labor legislation. Advising office bearers on the legal implications of council decisions. Managing communications between office bearers and personnel. Administering and overseeing the implementation of municipal policies, by-laws, and other relevant provincial and national legislation. Ensuring sound management of all assets, income, and expenditure of the municipality. Managing the municipality in an efficient and effective manner. Implementing the strategic goals of the municipality through cooperative and innovative teamwork.
Executive Manager: Planning and LED Position
Annual Total Remuneration Package: Minimum – R965,958; Midpoint – R1,103,953; Maximum – R1,224,083. The remuneration offer will be determined by competence outcomes in line with the guidelines set out in Government Gazette No. 50737 dated 30 May 2024.
Requirements: A Bachelor of Science degree in Building Sciences, Architecture, Town and Regional Planning, or Development Studies, or an equivalent qualification. At least five (5) years of experience at a middle management level, with proven successful professional experience in developmental or town and regional planning. A project management certificate or diploma is advantageous. Registration as a Professional Planner in accordance with the Planning Profession Act, 2002 (Act 36 of 2002), or registration with a recognized relevant professional body, will be an added advantage. Completion of a certificate in MFMP/CPMD in line with the minimum regulations on competency levels is required (or a commitment to obtain it within 18 months of appointment). A Code EB driver’s license and computer literacy are essential.
Knowledge and Competencies: Good knowledge and understanding of relevant policies and legislation. Understanding of institutional governance systems and performance management. Knowledge of Supply Chain Management (SCM) Regulations and the Public-Private Partnership Framework Act, 2000 (Act No. 5 of 2000). Familiarity with geographical information systems. Knowledge of spatial, town, and development planning. Extensive experience in the public office environment. Proven skills in planning and organizing, problem-solving, presentation, conflict resolution, communication, strategic leadership, financial management, governance, risk and change management, program and project management, and people management.
Key Performance Areas: Provide strategic leadership in the Development and Town Planning directorate. Responsible for development planning, Local Economic Development (LED), land use management, planning for human settlements. Administration and development of the Spatial Development Framework and related town planning functions. Develop and maintain GIS systems. Formulation of development policies, strategies, and action plans. Stimulate the local economy by promoting job creation, investment, development of SMMEs, marketing, and tourism. The successful candidate will report to the Municipal Manager.
