Manager: Internal Audit and Risk Management

We are seeking suitably qualified candidates to fill the position of Manager: Internal Audit and Risk Management in the Municipal Manager’s Office. Position Details

  • Department: Municipal Manager’s Office
  • Salary Scale: Task Grade 16 (R659,944 per annum, excluding benefits)

Essential Requirements

To be considered for this role, candidates must meet the following minimum qualifications and experience:

  • Matric certificate.
  • BTech or Bachelor’s Degree in Auditing or Accounting.
  • Extensive knowledge of internal audit standards.
  • Membership of the Institute of Internal Auditors.
  • Professional certification as a Certified Internal Auditor (CIA) or Professional Internal Auditor (PIA), or currently studying towards one of these certifications (this is an added advantage).
  • Valid Code B or EB Driver’s License.
  • Minimum of 5 years’ experience in internal auditing, including at least 3 years in a managerial or supervisory role within internal audit.

Key Responsibilities

The successful candidate will play a critical role in ensuring the municipality’s financial integrity, risk management, and compliance. Key duties include:

  • Developing and implementing internal audit strategies, operational plans, risk-based internal audit plans, internal audit methodology, and a Quality Assurance and Improvement Programme.
  • Managing the internal audit team and supporting their ongoing professional development.
  • Reporting functionally to the Audit Committee and administratively to the Accounting Officer.
  • Assisting the Audit Committee in fulfilling its mandate by providing internal audit assurance and advisory services.
  • Overseeing and directing internal audit activities and plans to align with the municipality’s goals, risk profile, and overall audit universe.
  • Working closely with management to improve the municipality’s business processes and strengthen its internal control environment.
  • Leading the municipality’s risk management function to promote effective Enterprise Risk Management (ERM) governance and ensure its success.

This position requires strong leadership skills, a deep understanding of auditing principles, and the ability to collaborate across departments to mitigate risks and enhance operational efficiency. The role reports directly to senior leadership and involves both strategic planning and hands-on team management.
