Labour Relations Manager
Department: Corporate Services
Salary Scale: R589,432.00 – R765,132.00 per annum (Task Grade 16)
Key Performance Areas:
- Manage and oversee the Labour Relations Section.
- Provide expert advice to management and line managers on all labour relations matters.
- Recommend appropriate disciplinary actions and conduct preliminary investigations.
- Represent the municipality at the CCMA, Bargaining Council, and complex disciplinary hearings.
- Develop, manage, and update labour relations policies.
- Handle grievance procedures effectively.
- Facilitate the operations of the Local Labour Forum.
- Oversee labour relations training programs.
- Develop and implement a strike contingency plan.
- Monitor trends in labour relations and advise management accordingly.
- Manage internal and external communications related to labour relations.
- Handle financial management for the Labour Relations Section.
- Promote healthy employment relations between employees, organized labour, and ensure compliance with all legal requirements.
Requirements:
- Matric certificate.
- Relevant NQF Level 7 qualification or Postgraduate Diploma in Labour Law or equivalent.
- 5 to 8 years of relevant experience in a broad range of labour relations functions.
- Valid Code B driver’s license.
- Solid knowledge of research and analytical theories and practices.
- Full understanding of all relevant labour legislation and Local Government Bargaining Council Collective Agreements.
- Excellent report writing and presentation skills.
- High level of computer literacy, including proficiency in office applications.
- Strong negotiating, communication, and conflict management skills.

Manager: Legal and Compliance
Department: Office of the Municipal Manager
Salary Scale: R589,432.00 – R765,132.00 per annum (Task Grade 16)
Key Performance Areas:
- Ensure overall regulatory compliance across the municipality.
- Provide advice on legal, compliance, and regulatory risks.
- Implement systems and controls to mitigate identified risks.
- Manage compliance and regulatory risks effectively and develop a compliance checklist for use.
- Oversee the litigation management strategy for the municipality and all its departments.
- Continuously monitor adherence to statutory obligations and advise management as needed.
- Keep the municipality informed about new legislation and court decisions.
- Ensure timely responses to all PAIA (Promotion of Access to Information Act) and PAJA (Promotion of Administrative Justice Act) requests within prescribed periods.
- Perform generic planning functions related to legal and compliance matters.
- Foster a productive work environment by directing and controlling personnel utilization, productivity, and performance.
- Manage budget administration and oversee all legal and compliance-related matters.
Requirements:
- Bachelor’s degree in Law (LLB).
- Admission as an Attorney or Advocate of the High Court of South Africa is recommended.
- 3 years of practical court experience.
- Ability to make decisions on technical aspects of the job and liaise with high-level external individuals and groups.

Traffic Officers (x5)
Department: Public Safety
Salary Scale: R257,018.00 – R333,608.00 per annum (Task Grade 10)
Key Performance Areas:
- Direct drivers and manage traffic flow.
- Reduce road congestion and improve traffic efficiency.
- Remove vehicles from the road when necessary.
- Manage and respond to road and traffic incidents promptly.
- Enforce traffic laws and regulations.
- Provide evidence in court proceedings.
- Prepare detailed reports on incidents and activities.
- Conduct vehicle inspections to ensure safety standards.
- Assist pedestrians and ensure their safety.
- Administer first aid in emergencies.
- Provide education and awareness on road safety to the community.
Requirements:
- Advanced driving skills.
- Matric/Grade 12 certificate.
- Basic Traffic Officer Diploma.
- Registration with DORT (Department of Roads and Transport) as a Traffic Officer.
- Unendorsed Code B driver’s license.
- In-depth knowledge of Road Traffic Legislation and other relevant laws.
- No criminal record.
- Good interpersonal and writing skills.
- At least three (3) years’ experience as a traffic officer.
- Experience as an Examiner of Vehicles will be an added advantage.
