The Department of Land Reform and Rural Development (DLRRD) invites applications for the following positions. For Senior Management Service (SMS) positions, you must complete the Senior Management Pre-entry Programme as endorsed by the National School of Government (NSG). Before appointment, complete the Nyukela Programme: Pre-entry Certificate to SMS, an online course available at https://www.thensg.gov.za/training-course/sms-pre-entry-programme/. No appointment will occur without completing this and providing proof.

All shortlisted candidates, including those for SMS roles, must complete two pre-entry assessments: a practical one and an integrity (Ethical Conduct) assessment. These scores will be used in the interview process to evaluate suitability based on technical and generic requirements.

For SMS positions, after the interview, practical exercise, and integrity assessment, the selection committee may recommend candidates for a generic managerial competency assessment per the DPSA Directive. This tests managerial competencies using DPSA tools.

Minimum Requirements:

Applicants must have a Grade 12 Certificate.

Job-Related Knowledge:

You need basic knowledge of financial functions and practices, including data capture, computer operation, and collating financial statistics. Understanding of Public Service financial legislations, procedures, and Treasury Regulations such as the Public Finance Management Act (PFMA), Division of Revenue Act (DORA), Public Service Act (PSA), Public Service Regulations (PSR), Preferential Procurement Policy Framework Act (PPPFA), and the Financial Manual. Knowledge of basic financial systems like Personnel and Salary Administration (PERSAL), Basic Accounting System (BAS), and Logistical Information System (LOGIS).

Job-Related Skills:

Duties:

Handle financial accounting transactions by receiving invoices, checking them for correctness, verification, and approval (as part of internal controls), processing invoices (e.g., capturing payments), and filing all documents. Collect cash.

Provide salary administration support by receiving salary advices, processing them (e.g., checking for correctness, capturing salaries, bonuses, adjustments, deductions), and filing documents.

Perform bookkeeping support by capturing financial transactions, clearing suspense accounts, recording debtors and creditors, processing electronic banking, compiling journals, monitoring debtor accounts, registering new debts, following up on debt submissions (e.g., State Attorney cases), sending monthly statements to debtors by post or email.

Support budgets by collecting information from budget holders, comparing expenditure to budget, identifying variances, capturing and allocating virements, distributing budget documents, and filing them. Receive and capture cash payments.

Duties:

Provide secretariat and receptionist support to the Director: Answer and refer telephone calls to the appropriate people. Record appointments and events in the diary. Type documents for the senior manager and unit staff using word processing. Operate office equipment like fax machines and photocopiers.

Offer clerical support: Liaise with travel agencies for arrangements, check documents, arrange meetings and events (venues, invitations, refreshments, schedules). Process travel and subsistence claims and invoices for the unit. Record basic minutes of meetings if needed. Draft routine correspondence and reports. File documents for the manager and unit. Administer leave registers and telephone accounts. Receive, record, and distribute incoming and outgoing documents. Handle procurement of standard items like stationery and refreshments. Collect documents for the Director’s meeting preparations.

Minimum Requirements:

Applicants must have a Grade 12 Certificate or equivalent qualification, plus at least 3 years’ experience in a Human Resource environment.

Job-Related Knowledge:

Knowledge of registry duties and practices, data capture, and computer operation. Understanding of the legislative framework for the Public Service. Knowledge of storage and retrieval procedures in the work environment, and the overall registry function.

Job-Related Skills:

Planning and organizational skills, computer literacy, communication (verbal and written), interpersonal relations, flexibility, and ability to work in a team.

Duties:

Supervise and implement more complex human resource administration practices. Handle human resource provisioning, including recruitment and selection, appointments, transfers, qualification verification, secretariat at interviews, absorptions, probationary periods, etc.

Implement conditions of service and benefits such as leave, housing, medical aid, injury on duty, long service awards, overtime, relocation, pensions, and allowances. Manage terminations of service.

Recommend or approve PERSAL transactions per delegations (final approvals at Assistant Director level or higher). Manage performance. Prepare reports on HR administration issues and statistics. Handle enquiries from internal and external clients.
