Requirements:
The applicant must hold an appropriate recognized LLB degree and be admitted as an Attorney or Advocate. You need at least eight (8) years of appropriate post-qualification experience in the legal field, with a focus on litigation, drafting contracts, and preparing legal opinions. You must have credible management experience in the legal field, specifically in litigation. Knowledge of the Public Service regulations and relevant laws is essential, including the Public Finance Management Act (PFMA), Treasury Regulations, and the Promotion of Administrative Justice Act (PAJA). You should also be familiar with civil procedure and the law of contracts. Key skills include problem-solving, strong presentation abilities, excellent communication (both verbal and written), and analytical thinking. You must be willing to work irregular hours and have skills in interpreting statutes and conducting legal research.
Duties:
The successful candidate will provide and manage legal advice and opinions within the Department. This includes conducting research on policies, legislation, and legal principles. You will offer legislative support to provincial education departments and provide legal education to departmental officials. You will give legal advice, guidance, and opinions on various matters to the Minister, Senior Management, and other staff. Responsibilities include drafting and amending legal documents, such as primary and secondary legislation administered by the Department, and guiding these through Parliament. You may comment on draft legislation from other departments when requested. You will monitor, coordinate, and evaluate how effectively education legislation is implemented. Assist project managers with legal support for contracts, ensure compliance with the Promotion of Access to Information Act (PAIA), PAJA, and the Protection of Personal Information Act (POPI). Help with drafting contracts and handling litigation. Draft and edit legal correspondence for administrative enquiries. Conduct awareness sessions on legal matters and interventions, and perform any other relevant duties as instructed by management.

Requirements:
You need a three-year Degree or Diploma in Public Administration, Supply Chain Management, Procurement, Logistics (minimum NQF Level 6), or a related qualification. A minimum of three years’ relevant experience in Supply Chain Management, focusing on Bids Management and Acquisition Management, is required. You should have knowledge of procurement policies, regulations, and laws related to Bids Administration and Acquisitions Management. Strong communication skills (verbal and written) are essential, along with computer literacy in MS Word, MS Excel, MS PowerPoint, MS Outlook, and the Basic Accounting System (BAS). The ability to work in a team, good interpersonal relations, problem-solving skills, attention to detail, and excellent numerical abilities are also needed.
Duties:
The successful candidate will manage the acquisition process efficiently. This includes attending and advising at Bid Specification Committee (BSC) or Bid Evaluation Committee (BEC) meetings, as well as responding to audit findings. You will provide secretariat support to bid committees (BSC/BEC) and compile submissions after the Bid Adjudication Committee (BAC) makes recommendations to the Director General. Prepare bid committee reports and monthly reports. Administer contract compliance and assist the Deputy Director by providing secretariat support to the BAC when needed. Draft letters to bidders about bid outcomes after the process ends. Work with Legal Services to finalize contracts or Service Level Agreements (SLAs). Ensure suppliers and service providers are paid within 30 days and notify them regularly about contract status or expiry. Update the Commitment Register when payments are made. Coordinate and monitor contracts, keep proper records of all contracts and documents, review modifications, extensions, and close-out documents, and take necessary actions. Facilitate timely payments to suppliers and service providers within 30 days. Perform any other duties as assigned by managers.
