The City of Johannesburg is seeking a qualified professional to lead the financial management function for the Property Branch. This role involves overseeing finance, assets, and procurement processes in line with the Municipal Finance Management Act (MFMA) 56 of 2003 and other relevant local government laws. The successful candidate will manage financial reporting, budgeting, compliance, and team performance to support the branch’s operations effectively.
Minimum Requirements
- A Grade 12 certificate plus a Degree in Accounting or B Tech at NQF level 7.
- Any other finance-related degree.
- 5 to 7 years of experience in financial accounting and/or finance.
- Experience must include:
- 2 years in a management or supervisory role (if applicable), with 4 to 6 years of overall experience.
- 2 to 3 years in compiling, analyzing, and interpreting financial management reports.
- 2 to 3 years in budgeting, supply chain management, and managing income and expenditure.
Primary Function
Lead and manage the financial management function for the three directorates in the Property Branch. This includes guiding and overseeing all processes in the finance section of the Property Branch, ensuring compliance with the MFMA 56 of 2003 and other local government legislation. The role focuses on accurate financial oversight, risk management, and supporting the branch’s strategic goals.
Key Performance Areas
- Manage and coordinate monthly financial management reporting for all three directorates in the Property Branch.
- Oversee the Medium Term Budget and Adjustment Budget processes, monitor budget implementation, and approve budget availability in line with approved budgets.
- Ensure the Property Branch complies with the City’s Supply Chain Management policies and procedures.
- Manage compliance with the City’s Asset Management policies and procedures.
- Handle, monitor, and report on the customer journal adjustment process.
- Oversee compliance and audit requirements within the Financial Management Section.
- Represent the Property Branch in various finance forums and structures to discuss financial management issues.
- Manage, develop, and empower staff in the Finance function, addressing any staff-related challenges.
- Develop an operational plan for the Finance function of the Property Branch.
- Manage governance and risk management for the Finance function of the Property Branch.
