Senior Data Engineer (Pretoria)

Job Purpose: The main goal of this role is to lead the design, building, and improvement of the Companies and Intellectual Property Commission’s (CIPC) data systems. This position plays a key part in creating strong, scalable data pipelines that work well, promoting best practices in data engineering, and providing reliable data solutions. These solutions will help data scientists and analysts gain important insights for the business.
Key Performance Areas:
1. Data Pipeline and System Development
- Pipeline Design and Implementation: Lead the design, building, and upkeep of scalable and secure data pipelines (for batch and real-time processing) and databases. These should handle complex, large volumes of structured and unstructured data.
- ETL/ELT Development: Create and improve ETL (Extract, Transform, Load) processes to turn raw data into high-quality formats that are easy to use for analysis.
- Infrastructure Optimization: Manage and enhance data warehousing solutions, such as Databricks, Snowflake, Redshift, BigQuery, or Synapse. Set up and maintain data storage using SQL and NoSQL databases.
- Automation: Automate data tasks with tools like Apache Airflow. Improve deployment and scheduling to make processes more efficient and reduce manual work.
2. Data Quality, Performance, and Compliance
- Performance Monitoring: Track how well data pipelines perform, fix problems quickly, and optimize systems to manage growing data volumes with minimal delay.
- Quality and Standards: Set and apply standards for data quality, security, documentation, and compliance in all data systems and processes.
- Architecture Contribution: Make sure data pipelines and databases are optimized for performance, security, availability, and scalability. Play an active role in decisions about overall data architecture.
3. Collaboration, Mentorship, and Strategy
- Stakeholder Collaboration: Work closely with data scientists, analysts, and business teams to understand their data needs. Ensure data is accessible and provide solutions that fit their analysis requirements.
- Technical Leadership: Act as a technical leader, coach, and mentor to junior data engineers and other related teams.
- Project Leadership: Lead full data engineering projects from start to finish, including gathering requirements, planning technical deliverables, checking output quality, and managing stakeholders.
- Strategy Contribution: Provide technical input to develop and update CIPC’s data strategy.
Minimum Functional Requirements (Technical Skills and Knowledge):
- Core Programming: Strong expertise in languages like Python, Java, or Scala.
- SQL Mastery: Advanced skills in SQL and experience optimizing databases for large amounts of data.
- Big Data and Distributed Systems: Hands-on experience with big data tools like Apache Spark, Hadoop, or Flink.
- Cloud Data Platforms: Good knowledge of cloud data services from AWS, Azure, and GCP.
- ETL/Orchestration Tools: Experience with ETL and orchestration tools like Apache Kafka, Apache Airflow, and Apache Spark.
- Architecture Design: Experience designing data systems for large-scale processing and machine learning.
- Soft Skills: Excellent problem-solving, critical thinking, interpersonal skills, and ability to work with diverse teams.
- Mentorship: Proven experience guiding junior data engineers.
Required Minimum Education/Training:
Formal Education Pathway (Preferred):
- Education: Bachelor’s Degree or Advanced Diploma in Computer Science, Engineering, or a related field. Advanced degrees are a plus.
- Added Advantage Certifications: One or more of these: Databricks Certified Data Engineer (Professional or Associate), Confluent Certified Developer for Apache Kafka, Certified Kubernetes Administrator (CKA), Google Cloud Certified Professional Data Engineer, Microsoft Certified: Azure Data Engineer Associate, AWS Certified Data Analytics – Specialty, or Certified Data Management Professional (CDMP) at Practitioner or Professional level.
Required Minimum Experience: At least 5 years (preferably 8+ years) as a Data Engineer or similar role, with success in building scalable data solutions.
Specialized Certification and Experience Pathway (Alternative):
- Education: Senior Certificate (NQF 4) plus relevant technical certifications.
- Mandatory Certifications: At least two advanced certifications: one specialized tool (e.g., Databricks Certified Data Engineer, Confluent Certified Developer for Apache Kafka, or CKA/CKAD) and one cloud platform (e.g., Google Cloud Professional Data Engineer, Azure Data Engineer Associate, or AWS Data Analytics – Specialty). Plus one more from the list.
Required Minimum Experience: At least 10+ years as a Data Engineer or similar role, with success in scalable data solutions.

Job Purpose: This role leads and sets up a full Data Governance Program and builds a strong, future-ready Data Architecture across multiple cloud platforms. It is key to improving CIPC’s data handling, boosting data quality, simplifying analytics, and creating a central data hub with a Data Marketplace. This will promote a data-focused culture and support advanced analytics organization-wide.
Key Performance Areas:
- Data Architecture Strategy and Design:
- Architectural Blueprint: Design and maintain conceptual, logical, and physical data models, dictionaries, and data flow diagrams for the whole organization.
- Strategic Alignment: Create long-term plans for data warehousing, mining, and integration that match CIPC’s business goals and tech roadmap.
- Tool Evaluation and Selection: Assess, suggest, and choose data management tools and platforms for best performance, growth, and cost savings.
- Data Lakehouse Architecture:

- Data Governance and Management:
- Governance Frameworks: Define frameworks for data intake, lake, warehouse, sharing, analytics, and quality.
- Data Marketplace and Sharing: Build a Data Marketplace for safe data sharing and teamwork among internal groups.
- Quality and Observability: Set up monitoring, validation, and improvement for data quality. Develop tools to track data health, use, lineage, and compliance.
- Metadata Management: Use Data Catalog tools for discovery, metadata, and lineage tracking.
